Have smaller web pages for small screen devices like iPhone

Description

The page appears really small on devices with small screen and people have to zoom in to see username and password fields.

Wifidog should have a script to detect the device and make it so web pages are well formatted for the screen.

Here's a quick patch I knocked up that seems to do the right thing on my device:

1. Adds a viewport meta tag to size display correctly for iPod/iPhone (set width of screen to device width; disable zooming) 2. Adds a "mobile" CSS file with just enough changes that things are formatted top to bottom instead of left to right (which won't fit in the limited screen size of these devices).

Currently the changes are only enabled if iphone/ipod is detected in the user agent string. I'd like to add support for other WebKit? mobile devices (esp. Android), but am not sure what the user string looks like. Also, I'm not sure how well this patch would play with the various site themes that are available in the wild.
