iptables failures when deleting non-existent chains at setup

Description

Before loading the iptables the gateway removes them to make sure they are not there. Most often, they are not, so the destroy command returns an error that is totally normal.

They are confusing and cause noise in the support requests. Those messages shouldn't be displayed (add a "quiet" parameter to functions in fw_iptables.c?)

Error messages appear now only in debug mode if quiet set to true
