Update the website template

An update is needed to make the sites theme compatible with trac 0.11.*

trac.css should be located in: /usr/lib/python2.5/site-packages/Trac-0.11.5-py2.5.egg/trac/htdocs/css

style3.css should be located in the projects directory: htdocs

I am now in the process of speaking to sysadmin.

The site has now been updated to display correctly, however it has reintroduced a bug of not being able to edit wiki pages.

A new version has now been added to this page to correct the problem, and will be updated asap.

site.html should be located in the projects directory: templates. No other files now need to exist.

Nearly there, one last update to site.html to fix the now tempremental left menu.
