CS 1361 Cannot get to Portal Page

Trying to go to Portal page, I get the following Error report.

I received additional information - this server is being built under contract - Close this ticket until I can obtain some more and better information.

Sometimes you have to bite the bullet. I decided to build a new Captive Server using CS 1361 to get first hand knowledge. Everything worked just fine. I had to modify my build notes a bit, but changes were rather minor.

To absolutely prove the problem source, I would now have to build a bad CS 1361 which I do not think I really want to do.
