Add an optional additional security setting via a PIN number

We have several Libraries on our network. Recently abuse was detected by a user. One solution that was proposed is that and additional optional security option - something like a PIN number - be added to the logon screen at these locations.

A user's login would then be something like User ID Password PIN (Your pin number is available from the front desk)

The PIN number would simply be changed every day, and handed out to users who want to use the system. Simply having to obtain a PIN number would act as a deterrent. The library could also record information on users (their library card number or other ID) to whom PIN numbers are provided.
