Allow configuring the page shown when the gateway is unable to contact auth server

Description

When internet access is not available or if the user try to access an non reachable loacl server on a Mesh network for example ( server.mytown.cy ), wifidog should redirect on a local page located on the router. Right now gateway client redirect on a hard coded page that gives wifidog status.

Patch #453 effectively addresses this.
