Statistics should default to MAC-based user distinction on splash-only network

When running a splash-only network, the statistics page should default to MAC-based user distinction.

Statistics based on different user names don't make sense on a splash-only network.

Well, we don't currently have a concept of splash-only network (we can disable all nodes from being splash-only, but can't force all nodes to be splash-only). So the only way to implement this is to scan each nodes to determine if they are indeed all splash-only. And the only way to do that is to know the network in advance, which can be convoluted if there is more than one (one needs to auto-refresh the stats page everytime you touch the network option).

Still, it's not a bad idea. I'd leave implementing it to someone who does have a use for it. I also propose a simpler (but not as good) alternative: add a server preference to make the default user discrimination criteria configurable.
