Improve support for hotspot adopters/tech support

An ISF priority to allow scaling. Partially implemented (server sends mail when a hotspot goes down). Still needs:

  • Hotspot adpoter report
  • Static content display module allowing users to contact thec support
  • Content module to recruit new adopters (when users accept, must be approved by network administrator in adopter report).
  • Make the mail interval configurable.
